Community Safety Officers

In 2020, The Provincial Police Act Review was released by the Province of Manitoba, containing a number of recommendations including the creation of a layered policing model to support community safety. The Community Safety Officer (CSO) Program addresses this recommendation, by enabling municipalities to establish a CSO Program. These Officers work in collaboration with regular police members to enhance public safety by implementing crime prevention strategies and initiatives, connecting social service providers with persons in need and maintaining a visible presence within the community. This helps to unburden police service resources, allowing them to focus on serious criminal law enforcement activities.

The Sainte-Anne Police Service, in conjunction with the Town of Sainte-Anne, is proud to be an early adopter of the Community Safety Officer model. CSOs are Peace Officers governed by The Police Services Act and an Operating Agreement between their municipality and local policing authority and are required to complete approved training and undergo background checks prior to appointment. CSOs have enforcement authority under a number of Provincial statutes including but not limited to The Highway Traffic ActThe Mental Health Act, and The Trespass Act.
